Public Participation Policy
The Human Program Foundation Board of Directors is committed to conducting its meetings in an open, transparent, and orderly manner consistent with Colorado law and CSI governance expectations. Public comment is offered as a courtesy to promote community engagement and input.
Policy Guidelines
1. Public comment is not required by law but is provided at the discretion of the Board.
2. Public comment will occur at a designated time on the agenda.
3. Individuals wishing to speak must complete the Public Participation Form 24 hours prior to the meeting.
4. Comments shall be limited to agenda-related items unless otherwise permitted by the Board Chair.
5. Individual speakers are limited to 2 minutes.
6. The total public comment period may be limited to 10 minutes.
7. The Board will not engage in dialogue or debate during public comment.
8. The Board Chair may interrupt or terminate comments that are disruptive, profane, or not germane.
9. Remote public comment may be permitted when feasible and consistent with meeting logistics.
10. The Board may modify public comment procedures to maintain order and efficiency.
